This is a much faster implementation free of python dependency hell, however currently fails to handle symbol visibility correctly, so unable to default to on. This change also cleans up some meson arguments.

Appears to be the final non-contaminated release. This package cannot be safely blocked indefinitely like rsync and vim. This change discontinues frequent bumps and limits damage by regressions introduced by AI slop until long-term plans are decided.
