There is no reason to keep using sudo here, now that processes are
spawned natively. This change removes all use of sudo.

This significantly improves performance, removing overhead of nix,
python, and virtualisation. Running this in an unprivileged container
required patching the kernel, but since special runner setup was already
needed, that was an acceptable tradeoff.

These were useful during development because timing out is often the only indication of failure due to the terrible design of nixos vm test harness. This has become a nuisance however especially when the system is under load, so remove explicit values and fall back to the ludicrously high default.
