This uses more intuitive names for some arguments and inverts their default value. Slices and nil-capable strings replace skip arguments.

The GNU mirror redirector was down yet again, and I have had enough. This change replaces all mentions of ftpmirror.gnu.org with mirrors.kernel.org.
